They confirm full support to the European objectives of 20-20-20, accepted the proposal of a "Territorial Pact of Regions and Local Authorities in Europe 2020" formulated by the Committee of Regions, believe in the possibility of increasing to 30 % reduction target of greenhouse gas emissions, calling on the Italian Government to be actively involved in the drafting of a National Programme for Climate and stress the need to exclude from the Stability Pact's local investment in projects aimed at mitigation and all ' adaptation to climate change, through increased use efficiency, saving energy and using renewable sources.
These are the main elements of the document, already submitted to the Government in recent weeks ahead of UN climate summit being held this week in Cancun and presented in Rome this morning from the "table of the local national work for climate" the headquarters of the European Commission Representation.
The text, signed by Agenda 21, AICCRE (Italian Section of the Council of European Municipalities and Regions of Europe), Climate Alliance, National Association of Italian Municipalities (ANCI), National Association of Municipalities Virtuosi, the National Institute of Urban Planning, Kyoto Club and the Union of Italian Provinces (UPI), stresses the urgency of reaching an effective climate pact to replace the Kyoto Protocol expires in 2012 and the need to work, as acknowledged in Copenhagen last year, to keep the global warming below 2 degrees Celsius.
The associations also underline the need to recognize the centrality of cities and territories in the fight against climate change through practical measures, given that 80% of emissions of anthropogenic greenhouse gases are produced in urban centers.
Policies for public mobility, energy conservation in buildings, limiting land use, may in fact represent a fundamental tool for effective containment of climate change. And the effectiveness necessarily involves a real discovery of resources.
"Cities and Local Authorities in Italian - is finally law in the text - identify a local economy to low carbon, environmentally friendly and efficient use of resources central to the revival of the country and the creation of new posts work can not be relocated. Investing in climate change fosters innovation, says the domestic market and improve the international competitiveness of Italy".
