A blogger without internet… not any more

So here I am, after a couple of days with hardly any access to internet...

This week I missed a great opportunity to share with you the latest news from Poland about the ECJ’s decision to annul the decision by the European Commission to reject Poland’s national greenhouse emission reduction plan (NAP). Vihar was first to do it. However, I think there is still something to add to this story.

On Wednesday evening, according to the Polish daily “Rzeczpospolita”, the Commissioner Stavros Dimas issued a statement in which he did not exclude an appeal to a higher court. He signaled that Poland’s victory does necessarily imply more emission allowances for Polish companies. New permits will not be allocated according to the initial national allocation plan prepared by Poland for years 2008-2012 (284 million tons) and rejected by the European Commission. Poland has to come up with a new plan, which will again be subjected to Brussels’s assessment. Stavros Dimas stressed that new decisions will be based on the best available data. In this context, the actual emission volume for years 2005-08 will be crucial. In the light of the newly obtained data any change in the amout of permits for Poland seems hardly possible, since the actual emissions are similar to the ones calculated by the Commission.

The Commission’s confidence stems from the fact that a prognosis for Poland's economic development has changed. The current crises might reduce Poland’s emissions way faster than any administrative decision. In such case the ECJ’s decision might turn out to be Poland’s prestigious victory only.

On Wednesday Italy asked the Commission for additional allowances. The answer to this request is still not clear, since the ECJ did not question the Commission’s calculations but the Commission’s right to allocate emission allowances as such. According to the ECJ this right belongs to national states. This might shake the EU Emission Trading Scheme for years 2008-12.

Last weak has once again shown the imperfections of the cap and trade system. It has once again shown that cap and trade is not a real market. It is devoid of a free play between supply and demand, since supply is a subject of administrative and juridical decisions. The failure of the system seems to be inherent in it and struggles over the tightness of the cap inevitable. Maybe it is time to think of a different system?

    Currently the problem is that emission trading in Europe is still operating and decided by politics. Some have suggested the foundation of a European central bank for Emission allowances. Doesn’t sound like such a bad idea. Although, where should we put the headquarters….?

    I find that you put the questions well.
    Once, here still the question of the emissions is very complicated.
    The only solution to leave these difficulties is to choose to increase each year the production of new energies.
    It is easier to make, to control, and it is less expensive.
    The countries which chose new energies saw that their productivity increased. There is nothing to fear!
